Introduction

Sarhad University of Science and Information Technology (SUIT), Peshawar is one of the largest and top ranked multi-disciplinary Research & Teaching University of Khyber Pakhtunkhwa province of Pakistan, established in 2001 and offering 80+ degree programs from Bachelors to Doctorate level with highest number of Academic Departments / Institutes and award winning faculty. SUIT has state of the art Video Conference Room, Video Recording Studios, Seminar Hall, spacious class rooms and labs equipped with ultra-modern equipment and teaching facilities. The University has been ranked as category W-3 by Higher Education Commission (HEC-Pakistan) in terms of meeting academic, financial and physical infrastructure. In 2024, the university achieved another milestone by establishing the Islamabad Campus with the approval of HEC.

In line with the government's policy of developing a large pool of qualified human resource, the University decided to launch its Distance Learning Program in 2002 initially in the Province of Khyber Pakhtunkhwa and Islamabad Capital Territory, which is in conformity with its Charter and is recognized by the Higher Education Commission of Pakistan. Thus, apart from the traditional mode of face-to-face teaching at the Main Campus, SUIT is also successfully running its Distance Learning Program through its Student Support Centres (SSCs) which act as facilitation centres in a particular area and to provide certain academic and infrastructural facilities to the distant students. The current strength of distant students through this program is about 15,000, who are getting quality education at their doorsteps and playing their positive role in the development of the country at National and Provincial levels. Currently, through more than 70 well-established Student Support Centres, the degree programs of Arts, Social Sciences and Education, Management Sciences, Computer Sciences, and Allied Health Sciences are offered throughout Pakistan.

Province of Khyber Pakhtunkhwa
HEC, Islamabad endorsed the approval of Higher Education Department (KP) and issued NOC vide their letter No. 16-31/HEC/A&A/2005/209, dated 22nd February, 2005 in favour of Sarhad University, Peshawar to impart education through its distance learning centres in the province of KP and Federal Capital Territory. Moreover, all the SSCs in KP are registered with Higher Education Regulatory Authority (HERA), Peshawar.

Islamabad Capital Territory
HEC, Islamabad endorsed the approval of Higher Education Department (KP) and issued NOC vide their letter No. 16-31/HEC/A&A/2005/209, dated 22nd February, 2005 in favour of Sarhad University, Peshawar to impart education through its distance learning centres in the province of KP and Federal Capital Territory. Moreover, all the SSCs in KP are registered with Higher Education Regulatory Authority (HERA), Peshawar.

Province of Punjab
In view of the approval granted by the HEC, Islamabad vide their letter No. 16(31)/A&A/Acc./HEC-2010/895, dated 5th June, 2024, the Punjab Higher Education Commission, Lahore vide their letter No. PHEC(Acc)4-89/2019/4429, dated 25th September, 2024, has also issued NOC to facilitate the University in establishing its SSCs in the Province of Punjab.

Province of Sindh
The Government of Sindh, vide their letter No. SO(Universities)/CMS/CIEC/2017, dated 27th February, 2017, issued NOC in favour of Sarhad University duly endorsed by HEC, Islamabad vide their letter No. 16-31/HEC/A&A/2010414, dated 5th May, 2017 and Sindh HEC, Karachi vide their letter No. DG/CIEC-SHEC/208/2024, dated 19th February, 2024.

Province of Gilgit-Baltistan
The Government of Gilgit-Baltistan has also issued NOC vide their letter No. Sec.Edu-2(23)/2011, dated 29th May, 2013, duly endorsed by the HEC, Islamabad vide their letter No. 16-31/HEC/A&A/2010/1355, dated 26th October, 2017 in respect of Sarhad University, Peshawar to launch their Distance Education Program in the area. 

State of Azad Jammu and Kashmir
The Government of AJK, through Higher Education Department, Muzaffarabad has issued NOC vide their letter No. SHE/PS/2013, dated 2nd May, 2013, duly endorsed by the HEC, Islamabad vide their letter No. 16-31/HEC/A&A/2010/1355, dated 26th October, 2017.

Province of Balochistan
The Government of Balochistan through Higher Education Department, Quetta, has also issued NOC vide their letter No. SO(Acad)5-1/HEC/2019/986, dated 23rd July, 2019, duly endorsed by the HEC, Islamabad vide their letter No. 16(31)/A&A/ACC/HEC-2010/1125, dated 8th February, 2021, in favour of Sarhad University, Peshawar.

Merged Districts of Khyber Pakhtunkhwa
The Governor's Secretariat, Government of Khyber Pakhtunkhwa vide their letter No. S.O(FATA)Edu/Dist:Edu/FATA-5301-12, dated 2nd November, 2010 issued NOC in favour of Sarhad University, Peshawar to establish Centres in all the seven newly merged districts of KP, previously known as FATA agencies. Due to law & order situation there, the initiative is yet to be implemented.

SUIT's distance learning program offers the following merits:

  1. Reaches wider students' community,
  2. Provides opportunity for obtaining higher education at a cost affordable by common man,
  3. Helps students to complete studies without suffering emotionally or financially due to relocation,
  4. Possibility of seeking help of appearing in examinations while out of town, and
  5. Enables students to learn while they earn.

Open and Distance Learning Policy (ODL) 2024
SUIT & its SSCs follow the HEC's ODL Policy 2024 in true letter and spirit in which more reliance has been made on online delivery mechanisms of learning based on three modes i.e. Asynchronous (teachers and students need not to remain online at the same time and program instruction is used for distant students), synchronous mode (teachers and students interact with each other at the same time using any online tool) and blended which uses a blend of different modes. SUIT has adopted a blended mode of education through which online interaction and face-to-face teaching is supplemented by practical activities in certain degree programs where lab work is involved on designated premises.

For implementation of the HEC's ODL Policy requirements with particular reference to the provision of video lecture recordings for distant students, the University engages qualified faculty​ (E-Learning Faculty) and has developed a Media and Learning Management System (LMS) to ensure recording and uploading of quality video lectures. In this regard, the University established state-of-the-art studios for recording of educational contents along with a post-production department for the editing and review of the lectures. So far thousands of video lectures have been recorded and uploaded on the LMS and YouTube channels of the University to facilitate the distant students. Thus, under the blended mechanism, the University plays a major role by providing recorded lectures to the students in asynchronous mode using its LMS while the tutors at the SSCs have face-to-face or online (synchronous mode) interaction with the students.

It is worth mentioning that for Distance Learning, SUIT follows the same curriculum which is approved by the statutory bodies of the University for the main campus students. The University engages qualified faculty from within or outside the University for recording theory courses/lab experiments for programs that are offered through the Distance Learning mechanism. For courses involving lab work, the lab experiments are recorded at the main campus and are available for the consumption of distant students via the same LMS, whereas, the component of lab work, requiring involvement/guidance of a tutor is conducted in the relevant lab of the SSC.  The University provides fee structure, degree program structure, plans and administers admissions, examinations and declares results. Summing up, the University ensures that the distant students avail the same benefits as the regular students avail at the main campus.
